Whose (unsafe) rails; whose (unsafe) freight?

How flammable is the Tar Sands oil intended to be shipped to the proposed Phillips 66 Santa Maria Refinery? Pretty godawful flammable, as far as shipped crude oil goes.

How safe are Union Pacific’s rails, crossings, and bridges? 100-year-old iron trestles rotting away above the Pacific, or crossing rivers & streams; tracks not originally designed  for mile-long loads of the heaviest cargo, using a technology developed nearly two centuries ago.

Yet this is the project before the San Luis Obispo County Planning Commission, with an appeal likely to the board of supervisors, and safety of the railroad is a factor not allowed to be discussed by the decision makers.
